FM Khanal Outlines Plans for Border Security and Migrant Worker Protection

Foreign Minister Shisir Khanal has said that the government is prioritising border management, protection of Nepali migrant workers abroad, and economic diplomacy. Addressing the House of Representatives during discussions on the Appropriation Bill, Khanal highlighted key outcomes of his recent visits to India and China and outlined the government’s foreign policy priorities.

The minister said that efforts are underway to rebuild border pillars and document encroachments in no-man’s-land areas along the Nepal-India border. He also confirmed the existence of some border disputes with China, noting that a dedicated budget has been allocated to address minor issues and support resolution efforts along the northern frontier.

On the welfare of Nepali citizens abroad, Khanal acknowledged challenges in assisting undocumented migrant workers and repatriating the bodies of those who die overseas. To address these difficulties, the government has proposed a special emergency fund of Rs 150 million through the Ministry of Foreign Affairs for the upcoming fiscal year.

The minister also urged citizens to follow official labour migration procedures, warning that travel through unofficial channels complicates data collection and support services. He added that the government is developing country-specific economic diplomacy strategies aimed at increasing foreign direct investment, grants, and loan mobilisation.

Khanal further informed Parliament that diplomatic efforts are continuing to secure the release of Nepali nationals detained abroad and confirmed preparations for the Sagarmatha Dialogue scheduled for May 2027. He reaffirmed that Nepal’s foreign policy remains guided by the Constitution.
