US Under Secretary Sarah B. Rogers Highlights $550M MCC Compact as Key to Nepal’s Economic Future

The United States has reaffirmed its commitment to a robust, 79-year partnership with Nepal, focusing on economic growth, technological advancement, and cultural preservation. Speaking at a press conference in Kathmandu, U.S. Under Secretary of State for Public Diplomacy, Sarah B. Rogers, emphasized the ongoing implementation of the $550 million Millennium Challenge Corporation (MCC) compact as a critical driver for Nepal’s energy and economic future.

Following high-level meetings with Foreign Minister Shisir Khanal and Communications Minister Bikram Timilsina, Rogers expressed strong optimism about collaborating with Nepal’s new government. During her keynote speech at the Ascent Summit 2026, she used a mountaineering metaphor to describe the bilateral relationship, stating that the U.S. has been proud to “climb alongside Nepal” for nearly eight decades. Looking ahead to next year’s 80th anniversary of diplomatic ties, she envisioned expanded initiatives to bolster prosperity and strengthen Nepal’s sovereignty. Rogers also praised local heritage restoration efforts during a visit to Patan Durbar Square, highlighting the cultural continuity of artisans repairing earthquake damage.

Concurrently, technological partnerships took center stage as Rebecca Hunter, Director of Starlink, met with Communications Minister Timilsina to discuss launching satellite-based internet services in Nepal. While Hunter noted that current policy complexities regarding 100 percent foreign ownership remain a hurdle, she confirmed ongoing discussions with local providers. Minister Timilsina assured that Starlink could operate smoothly provided it aligns with Nepal’s existing telecommunications framework. According to the Ministry of Foreign Affairs, the broader bilateral discussions successfully underscored enhanced cooperation in trade, investment, culture, and tourism.
