Kathmandu DAO Calls for Peaceful, Disciplined Holi Amid Election Code Restrictions
The District Administration Office Kathmandu has urged the public to celebrate Holi in a peaceful and disciplined manner, warning against activities that could disrupt public order or violate the election code of conduct.
Issuing a notice on the occasion of Fagu Purnima (Holi) on Falgun 18, the office extended greetings to all Nepalis and acknowledged the cultural and historical significance of the festival. However, it expressed concern over the growing trend of extravagant programs and disorderly conduct during celebrations in recent years.
The DAO has specifically requested people to refrain from hooliganism, public disturbances, quarrels, forced application of colors, throwing water balloons, or splashing water on individuals without consent. It also cautioned against excessive alcohol consumption that could disturb family life, social harmony, and public decorum, stating that such behavior may affect peace and security in the capital.
In view of the upcoming House of Representatives election, the administration reminded citizens that the Election Code of Conduct, 2082, strictly prohibits the display of political party symbols or candidate images during public gatherings and rallies. Wearing or carrying items such as vests, T-shirts, caps, scarves, or any clothing bearing election symbols has been banned during Holi celebrations.
The office further clarified that people are free to celebrate the festival within their homes or private compounds, provided they do not obstruct others. However, organizing fairs, concerts, or stage programs on public roads, as well as selling or consuming alcohol in public places, has been restricted—particularly due to heightened election security concerns.
Authorities have warned that legal action will be taken against individuals found engaging in unruly or unlawful activities in violation of prevailing laws.
With the dual focus on preserving the festive spirit and ensuring a free and fair electoral environment, the Kathmandu administration has appealed to citizens to celebrate responsibly and contribute to maintaining law and order during the Holi festivities.
