Parliament Convenes Today; Leaders to Address, Ordinances Lined Up
The inaugural session of the Federal Parliament in Nepal, following the House of Representatives elections held on March 5, is scheduled to commence today at 2 PM in the multipurpose hall of the under-construction Federal Parliament Building at Singha Durbar. Convened by President Ram Chandra Paudel on March 29, this session follows constitutional mandates as well as the recommendations from the Council of Ministers. The senior-most member, Arjun Narsingh KC, will initiate the proceedings by reading the summoning letter and briefing on the formation of the Council of Ministers.
All necessary arrangements, including physical, security, technical, and human resources, have been finalized, as confirmed by Parliament Secretariat spokesperson Ekram Giri. The National Assembly, which comprises the upper house, will convene within the Federal Parliament Secretariat. Per constitutional requirements, the President is obligated to summon a Federal Parliament session within 30 days following the announcement of final election results, which were presented to him by the Election Commission on March 18. Newly elected representatives took their oaths on March 25.
In the recently constituted 275-member House of Representatives, the Rastriya Swatantra Party (RSP) dominates with 182 seats, followed by the Nepali Congress with 38 seats, CPN-UML with 25, Nepal Communist Party with 17, Shram Sanskriti Party with seven, Rastriya Prajatantra Party with five, and one independent member.
During the session’s commencement, leaders from the political parties will deliver addresses. Scheduled speakers include RSP Chair Rabi Lamichhane, Nepali Congress’s Bhishmaraj Angdembe, CPN-UML parliamentary leader Ram Bahadur Thapa, Nepal Communist Party parliamentary leader Pushpa Kamal Dahal, Harka Sampang from the Shram Sanskriti Party, and Gyan Bahadur Shahi from the RPP.
The meeting will also feature the tabling of three ordinances by Home Minister Sudhan Gurung: the “Voter List (First Amendment) Ordinance, 2025,” the “House of Representatives Member Election (First Amendment) Ordinance, 2025,” and the “Nepal Special Service (Second Amendment) Ordinance, 2025.” Additionally, senior member KC will propose that parliamentary proceedings be conducted according to the House of Representatives Regulations, 2022, pending the formulation of new rules, in accordance with Article 104 of the Constitution.
The election for the Speaker will follow an announcement today regarding the scheduling, with an all-party meeting having agreed upon a date of April 4. Senior member KC is tasked with finalizing the date as per Rule 7 of the House of Representatives Regulations, 2022. To conclude the session, a condolence motion will honor the memory of former Constituent Assembly members Rishikesh Gautam, Mohammad Aftab Alam, Amod Prasad Upadhyay, Homanath Dahal, and National Assembly member Baldev Bohora.
