Nepal Launches New Digital Literacy Procedure to Combat Misinformation

The National Youth Council (NYC), in partnership with UNESCO and Youth Innovation Lab, has launched the “Media and Information Literacy Enhancement Operational Procedure, 2082” to strengthen digital competence and responsible information use among Nepali youth.
Endorsed on January 1, 2026, the framework aims to equip young people with the skills needed to navigate an increasingly complex digital landscape. Developed through consultations with government bodies, youth organizations and technical experts, the procedure promotes safe online engagement and active civic participation.
The initiative focuses on tackling misinformation, disinformation, online harassment and cybersecurity threats. It provides practical guidance for youth and youth-led organizations to make informed decisions, identify credible sources and adopt ethical digital practices.
Gehanath Gautam, Administrative Chief of the National Youth Council, said the framework seeks to promote responsible information flow and strengthen citizens’ ability to access, assess and ethically use digital platforms. UNESCO Representative to Nepal, Jaco du Toit, noted that Nepal’s push for media and information literacy has gained momentum following Global MIL Week 2025 in Colombia.
Aligned with the National Youth Council Act, 2072 and the National Youth Policy, 2082, the procedure covers media literacy, information literacy and digital literacy. It prioritizes inclusion, with special focus on women, marginalized groups and gender and sexual minority youth.
Implementation will include training programs, awareness campaigns, fact-checking initiatives and digital security workshops. Progress will be tracked through a S.M.A.R.T.-based evaluation system with annual reporting requirements.
The Council expects the framework to institutionalize media literacy in Nepal and support the growth of a knowledge-based, technology-friendly society.
